The VOSG has a Group Supervisor that reports to the affected organization/jurisdiction. The VOST Leaders report to the Group Supervisor. Rumor Control Website to combat misinformation; In general: Rumor control centers are public-service operations designed to help publicize true information (assuming, of course, that there is any such thing) in times of crisis, terrorist attack, natural disaster, or civil disturbance. A major function is to operate a call center to respond to inquiries from concerned citizens, generally prompted either by rumors or a lack of information about what is happening. Permanent rumor control centers serve a specific, local population, and have often been set up in response to specific incidents. Modern communications channels, such as local Internet sites and regional 24-hour news channels may have begun to obviate the need for such operations. On the other hand, technologies like e-mail, instant messaging, and text messaging, make it easier for alarming rumors to spread in times of crisis. Rumor Control Rumor Control

We have deployed TtT for multiple events during 2010 and 2011, including the Haiti earthquake, the Chile earthquake, the Oil Spill, the Fourmile Canyon file in Boulder, the Queensland floods, Cyclone Yasi, and a variety of other weather emergency events. PLAN – Personal Localized Alerting Network he Personal Localized Alerting Network (PLAN) (technically the Commercial Mobile Alert System) is a new public safety system that allows customers who own an enabled mobile device to receive geographically-targeted text-like messages alerting them of imminent threats to safety in their area.
This new technology ensures that emergency alerts will not get stuck in highly congested user areas which can happen with standard mobile voice and texting services. PLAN enables government officials to target emergency alerts to specific geographic areas through cell towers, which push the information to dedicated receivers in PLAN-enabled mobile devices.
PLAN complements the existing Emergency Alert System (EAS) which is provided by broadcasters and other media service providers and overseen by the Federal Communications Commission (FCC), the Federal Emergency Management Agency (FEMA) and the National Weather Service at the federal level. PLAN and EAS are part of an integrated public alert and warning system being developed by FEMA to allow the public to receive emergency alerts over multiple communications technologies.

Minerva Minerva is an open-source program for viewing geospatial data that works on Windows, Mac, and Linux. It unifies standard GIS capabilities with high-performance, 3D visualization. Minerva’s primary strength is the ability to display raster and vector data together from multiple sources at interactive speeds. It can easily display large terrain and image repositories because it automatically draws the appropriate level of detail. Minerva was born out of a need for multi-screen, view-frustum corrected, planet-wide management and inquiry of geospatially referenced data of all kinds. This includes satellite images, terrain, temporal vector data, temporal volumetric data, and standard GIS „shape“ data, loaded either from disk, spatial databases, or internet protocols. Further, a lot of non-traditional geospatial data is underground, such as groundwater data and urban infrastructure. Minerva is a platform flexible enough to display data below the surface. The desktop application is made by wrapping the core functionality with a Qt based application framework called Helios. For multi-screen display, an executable based on VR-Juggler exposes the functionality of Minerva. Features: (1) Semi-transparent ground, (2) Connect to ArcIMS servers, (3) Arbitrary latitude and longitude extents, (4) Ability to turn tile „skirts“ on/off, (5) Hide or show the back side of the ground tiles, (6) Change the distance in which tiles subdivide, (7) Arbitrary number of background threads building tiles, (8) WMS imagery, (9) Imagery from georeferenced raster formats (e.g., geotiff), (10) Vector data from PostGIS databases, (11) WMS terrain using 16-bit greyscale PNG images, (12) ArcAscii terrain, (13) Multiple planetary bodies, (14) Classic trackball navigation, (15) Click to define center of rotation, (16) Fly underground, (17) Ellipsoidal and flat land models, (18) Arbitrarily scale geometry, (19) Local caching of imagery and terrain data for fast load, (20) Planetary tiling engine that manages level-of-detail; Runtime generation of tiles, (21) Arbitrary number of color-to-alpha mappings for each raster layer, (22) Ability to display data according to a time-stamp or time-window, (23) Multi-pass antialiased rendering, (24) Export screenshots of arbitrary pixel dimensions; Bounded only by system memory and destination file format, (25) Planets are actual size; Does not normalize radii, (26) Multiple elevation layers composite Minerva Minerva

Xively (former Pachube) Xively/ Pachube is a web service that enables you to connect, tag and share real time sensor data from objects, devices, buildings and environments around the world. The key aim is to facilitate interaction between remote environments, both physical and virtual. Apart from enabling direct connections between any two environments, it can also be used to facilitate many-to-many connections: just like a physical „patch bay“ (or telephone switchboard) Pachube enables any participating project to „plug-in“ to any other participating project in real time so that, for example, buildings, interactive installations or blogs can „talk“ and „respond“ to each other. Pachube is a little like YouTube, except that, rather than sharing videos, Pachube enables people to monitor and share real time environmental data from sensors that are connected to the internet. Pachube acts between environments, able both to capture input data (from remote sensors) and serve output data (to remote actuators). Connections can be made between any two environments, facilitating even spontaneous or previously unplanned connections. Apart from being used in physical environments, it also enables people to embed this data in web-pages, in effect to „blog“ sensor data. Xively (former Pachube) Xively (former Pachube)

Project EPIC Platform that can be used to develop general software tools that can be used on a variety of events and that can enable the longitudial study of hundreds of similar crisis events over many years. PROJECT EPIC, which launched in September 2009, is supported by a $2.8M grant from the US National Science Foundation. It is a multi-disciplinary, multi-university, multi-lingual research effort to support the information needs by members of the public during times of mass emergency. In this age of social media, we bring our behavioral and technical knowledge of “computer mediated communication” to the world of crisis studies and emergency response. As researchers, we are committed to careful study of socio-technical transformation and building human-centered computation. In addition to empirical observational study that requires new ways of studying massive “widescale” coordination across the internet, we conduct “action research” and employ “participatory design” oriented approaches. We aim to look beyond today’s state of the art and anticipate future socio-technical change. Project EPIC Project EPIC

Simile project (MIT) Free, open-source data visualization web widgets; SIMILE was focused on developing robust, open source tools that empower users to access, manage, visualize and reuse digital assets. The original SIMILE project, started in 2003 and concluded in 2011, was jointly conducted by the MIT Libraries and MIT CSAIL (founding partners also included HP Laboratories and the World Wide Web Consortium) with support from the Andrew W. Mellon Foundation. SIMILE sought to enhance inter-operability among digital assets, schemata/vocabularies/ontologies, metadata, and services. A key challenge it solved was to make collections interoperable which are distributed across individual, community, and institutional stores — by drawing on the assets, schemata/vocabularies/ontologies, and metadata held in such stores.
